Our Directors have a wealth of experience of managing consultancy projects, study programmes and training courses, and of public administration, in the UK and internationally.

Executive Directors

Claire Cameron MA FCIPD
Claire has worked in the international consultancy and development field for more than twenty years, firstly in the Royal Institute of Public Administration, then with RIPA International and later with PAI. Public administration, good governance and human resource management are her main areas of interest. She has worked with individuals and groups from over fifty countries in regions as varied as Africa, Asia, the Caribbean, Central and Eastern Europe, the former Soviet Union, Latin America, the Middle East, the Pacific and Western Europe.

Donald McGregor BA
Donald has been involved in public administration and management programmes for over twenty-five years. Prior to forming Public Administration International, he was Managing Director of RIPA International and, before that, a senior consultant at the Royal Institute of Public Administration. He has designed and delivered many management development programmes, seminars and study programmes for public service policy makers and managers from overseas. His consultancy work has included projects in Colombia, Indonesia, Kosovo, Liberia, Macedonia, Nigeria, Poland, Sierra Leone, Slovakia, Tanzania, Turkey and Turkmenistan.

Non-Executive Directors

George Bardwell CBE BA FCIPD
George has many years’ senior level experience of public administration and its reform and of human resource management, both as a practitioner and a consultant. His Senior Civil Service career included five years as Human Resources Director of the largest Executive Agency in the UK. He now specialises in international development work as a strategic adviser and project leader. He has worked in Armenia, Bulgaria, Estonia, Lithuania, Macedonia and Slovakia. He is also a Member of the Criminal Injuries Compensation Appeals Panel and sits on its Audit Committee.

Noel Floate, BSc CFCIPD FCMI
Noel has thirty years' experience of management consultancy and training worldwide. He specialises in administrative reform, mainly in the fields of training, institutional development, human resource management and human resource development. He has worked in many countries, including Botswana, Bulgaria, Ecuador, Guyana, India, Malawi, Oman, Palestine, Russia, Sudan and Uganda. In the UK he has designed and directed a wide range of training programmes, seminars and study programmes for single country nationals and international groups.

Robert Raitt, MSc
Bob specialises in consultancy in good governance, public administration and institutional development. He has been involved in various aspects of civil service reform in Asia, Africa and Eastern Europe, as well as efficiency reviews and management development projects. Over the last thirty years, he has directed and participated in assignments in countries such as Bangladesh, The Gambia, Georgia, Hong Kong, Indonesia, Macau, Myanmar, Romania, Sierra Leone, Singapore, Thailand and the UK.

Before joining Public Administration International, our Directors developed their wide experience of public administration in government and with the International Division of the Royal Institute of Public Administration.

Other personnel

Slava Gromlyuk, MA
Slava is a Business Development Manager. As well as managing international consultancy projects, he is responsible for identifying new project opportunities, preparing proposals, liaising with international development funding agencies, PAI Associate Consultants and partner organisations. His areas of expertise include project management and information technology. He is fluent in English, Russian and Ukrainian, and has a Masters degree in Public Administration (International).

Alexis Turrall, MBA
Alexis is a Project Manager. He has gained over six years experience in international development having worked as an Associate Professional Officer in DFID, a consultant in Uganda and Indonesia and most recently managing a DFID-funded capacity building project in Afghanistan. His areas of expertise and interest include rural development, public sector reform and project management.

Narine Bastin
Narine is our programme manager/receptionist providing support to study programmes and consultancy projects. Originally from Armenia, Narine's background is in linguistics and her work experience includes the British Embassy in Armenia, British Airways and the International Federation of the Red Cross.

Clare Walters
Clare has many years’ experience of managing a wide range of international training courses and study programmes. She has worked with groups from over the world. In her role as Study Programme Manager, she is involved in marketing and supporting PAI’s portfolio of specialised study programmes and workshops. Clare also managed the international journal, Public Administration and Development, for over twenty years.

Cathy Timms
Cathy is our Financial Manager. Her background is in international banking. She also sits as a magistrate in South East Surrey.

Lili Moffatt
Lili is our Accounts Manager and works with us on a part-time basis. For many years, she has run her own specialist engineering business. Lili is originally from Slovenia.
