We are presently looking for a long term Organisational Design Expert to provide technical assistance for the ongoing Pay and Grading project in Afghanistan.

The project concerns the provision of technical assistance (TA) for the implementation of a newly established Pay and Grading system in Afghanistan. The role of the Organisational Design Specialist will be to technically support institutional change/ reform to strengthen Organisational Design (OD) and align employee performance to achieving the set mandates/goals in the Independent Administrative Reform and Civil Service Commission (IARCSC). The person in this job will help create, improve, and deploy competency-based change management, employee survey and other OD related solutions.

The candidate should possess the following qualifications:
• Advanced degree in Business Administration, HR or International Development
• A minimum of 8 years international experience - involvement in organisational development and Human Resources development
• Experience of working in fast changing political & complex environments
• Strong strategic conceptual understanding of organisational behaviour and culture
• Uses judgment within defined practices and procedures but may need to consult with senior staff on more complex technical areas
• Sound and deep understanding of strategic analysis and program development
• Strong leadership, coaching & mentoring skills with people centred management ability
• Proven understanding of gender and diversity issues and commitment to reducing inequalities
• Management capability to manage change processes, including the constraints, sensitivities and risks associated with such work
• Good interpersonal and communication skills

The position assumes 12 staff months input between 1 March 2010 and 1 July 2011
